IMHO if %dbpath is set to user's writable dir, and packages themselves are *only* installed into some directories a user has write access to, there should be no problem with that scheme. Surely that won't work for usual systems packages (like kernel, gcc), but might work for some specific custom packages -- which I guess is the case here.
