Do you mean that you are trying to determine within an RPM specfile
%pre or %post scriptlet whether the package is being upgraded or
installed?  If so, yum has absolutely nothing to do with this since
the user could be typing "rpm -i".  You can find information about
detecting when scriptlets are being run at
http://fedoraproject.org/wiki/Packaging/Guidelines
Look for "Running scriptlets only in certain situations".
