[Yum] suggestion: CTRL-C should immediately stop yum

I agree that Ctrl-C should bring the system to a stop.

Can Yum resume partial downloads? If not, it should always remove the 
partial file and exit. Otherwise leave the partial file on the disk and 
exit, allowing the next run to resume the download.
