It gives the The source rpm does not contain any binaries you can use. it puts the yum source code in /usr/src/redhat/SOURCES by default, so that you can build the rpm for it. If you have build tools installed, you can cd to /usr/src/redhat/SPECS and 'rpmbuild -ba yum.spec" and it should build. If not, you may want to look at fedoralegacy for redhat9 updates. Also, redhat 9 is deprecated, if you can, you should really consider upgrading to fedora, RHEL, or CentOS.
