Like in all cases the timeline is 'when it is ready'

But we've decided to branch from more-or-less 2.3.4 rather than waiting
for some other things to land.

no changes to the metadata format. Really b/t 2.2 and 2.4 the big
changes:
- sqlite
- plugins
- yum shell
- elementtree parsing
- faster in a variety of places.
- api is a _little_ less fugly.
