Yes, it does work. I get any package that I drop in my *-install repos installed. I'm using yum 2.2.1. I'll also note that just yum install '*' ... on a box pointing toward standard repos will get lots of things installed too. That's true on FC4 and with yum 2.2.1 on RHEL3.
