Yes, not yum, but rather rpm, config issue. That assumes that
yum is doing traditional tsFlags, probably true, but I've not
checked.

Read /usr/lib/rpm/macros to see what value is needed (probably
0/1 boolean, I fergit), make sure that the path to the directory
where repackaged packages are to be stored is correct, then
define whatever is needed in /etc/rpm/macros.
