Ok, this sequence seems to work:

yum -y -c $MASTER/etc/yum.conf -d1 --installroot=$MASTER install rpm
yum -y -c $MASTER/etc/yum.conf -d1 --installroot=$MASTER install 
filesystem
yum -y -c $MASTER/etc/yum.conf -d1 --installroot=$MASTER install 
basesystem
yum -y -c $MASTER/etc/yum.conf -d1 --installroot=$MASTER install yum


And, Pine does a wordwrap when I paste.

Thanks for the help.  This is looking really good.

Now, for a more philosophical question:

How do you prefer to arrange your yum repositories?  I've just started 
putting them together in the same format as the fedora.us, but I'm not 
sure if there is a more appropriate arrangement.
