[Yum] minimum memory for YUM

I've noticed yum's memory usage (time) varies considerably depending
upon number of dependency loops it needs to go thrugh (bad rpm
dependencies - where yum eventually gives up - makes it worse)

Also - it probably depends upon the number of packages listed in the
repositories as well.

For eg: I've clocked the following 

1. 212M: attempting fc1->rawhide upgrade (which fails):
2.  99M: FC1 + fdr + dag - upgrade (with extra work to resolve dependencies)
3.  37M: FC1 + fdr - updates (which includes simple updates):
