[Yum] Priority of repositories with pkgpolicy=newest?

more or less random.

There is _some_ order to it, but not much. We had a long discussion a
while back of repository 'scoring' and how to rank them.

It's another thing that would be neat if implemented in a sane manner.
The problem is getting them to a sane manner.
