[Yum] how can I check hdr file dependencies?

We build several rpms that collectively form a SIP PBX; you can see a
diagram of the dependancies at:

I'm pretty sure all those are described in our rpms, and thus in the
headers (which are at http://www.sipfoundry.org/pub/sipX/FC/2/headers/).

But I had run 'yum install sipxpbx' and afterward it turned out the
sipxconfig and sipxcommserverlib (abbreviated sipxcmsrvlib in that
graphic) were not installed, even though other rpms dependent on them
were.  

I suspect that something is wrong with how we do the install steps and
the rpm command was unable to detect that they had not been installed
correctly?

I needed to get that system working, so I've fixed it by hand, but I've
got someone attempting to reproduce what I did on another system.
