Just for the record: It would help, sort of; for example the gzip'd normal yum headers in my small repo are about 2.7M total, whereas after a gunzip-tar-gzip operation for the same headers the resulting tarball is 1.7M. It's of course more efficient to compress large chunks of data than small. However, as already noted elsewhere a monolithic-tarball-only approach would cause the need to download the whole tarball whenever one hdr changes.
