[Yum] quick question about install root and yum.conf location

If I specify --installroot=/newroot, what is the behaviour of yum in
regards to finding a yum.conf file to use? Does it always uses
/newroot/etc/yum.conf, or /etc/yum.conf (not in newroot). Does the -c
option change this behaviour, and/or is the -c option relative to the
new root (/newroot) or the root from which yum is being run?
