[Yum] empty repositories

Hi,

currently yum dislikes empty repositories. Although this is the sane
thing to do, some cases arise where you may want a repository to be
empty, e.g. when you have multiple repositories and are shifting parts
from one to the other (think of stability repositories, where suddenly
all packages are either stable or bleeding and none is testing).

Could yum be tought to accept these silly repos? ;)
