I'm not sure it belongs _in_ yum. I think it might make more sense for it to be in a separate program that does all this since, imo, there is a fair departure from installing rpms to building them. I don't like the idea of cluttering up the primary program with it. - so a yum-src or yum-build would be reasonable.
