[Yum] Must yum-arch run as root?

yum-arch doesn't need to run as root, in fact, I almost never run it as
root.

So this seems just like a permissions problem on your directory.

Try this for me in that dir as that user:

mkdir foo
mv foo notfoo

do those commands succeed?
