[Yum] Must yum-arch run as root?

Dear Folks,

Running as li'l ol' me (nicku, primary group is nicku), I get
$ yum-arch /var/ftp/pub/redhat-9/updates
Digesting rpms 100 % complete: pam_smb-1.1.6-9.9.src.rpm
   Total: 211
   Used: 154
   Src: 0

Writing header.info file
Error moving headers to .oldheaders, fatal
But:
[nicku@nicksbox] /var/ftp/pub/redhat-9/updates
$ ls -la
total 64
drwxrwsr-x   12 nicku    nicku        4096 Apr  1 00:03 .
drwxr-sr-x   10 nicku    nicku        4096 Apr  8 18:32 ..

Now the big problem is that headers.list is not being
created/updated.  What's wrong?
$ rpm -q yum
yum-2.0.1-1.rh.fr
$ cat /etc/yum.conf
[main]
cachedir=/var/cache/yum
debuglevel=2
logfile=/var/log/yum.log
pkgpolicy=newest
distroverpkg=redhat-release

[base]
name=Red Hat Linux $releasever - $basearch - Base
baseurl=file:///var/ftp/pub/redhat-$releasever/RedHat/


[updates]
name=Red Hat Linux $releasever - Updates
baseurl=file:///var/ftp/pub/redhat-$releasever/updates/


[fedora-stable]
name=fedora stable
baseurl=http://download.fedora.us/fedora/redhat/9/i386/yum/stable

[freshrpms-rhl]
name=Freshrpms packages for Red Hat Linux $releasever
baseurl=http://ayo.freshrpms.net/redhat/$releasever/i386/freshrpms/

But even running as root doesn't help:
$ sudo yum-arch /var/ftp/pub/redhat-9/updates
Digesting rpms 100 % complete: pam_smb-1.1.6-9.9.src.rpm
   Total: 211
   Used: 154
   Src: 0

Writing header.info file
Error moving headers to .oldheaders, fatal

Oh dear, what am I doing wrong?
