I think it would.  What about something like this:

  # yum install foo
  [normal "getting headers" output goes here]
  Error: unable to connect to the following repositories:
    repo1
    repo4
  If you wish to try again without the above repositories, use
    --excluderepos=repo1,repo4
  #
