Basically the current thing that needs doing is packaging gitlab and all it's vast dependencies into Fedora/EPEL. This will allow anyone interested in running it to simply yum install it and go, which will be great. :) This would allow us down the road to deploy one in Fedora Infrastructure if it meets our needs. (and it would use the normal RFR process at: https://fedoraproject.org/wiki/Request_For_Resources?rd=Infrastructure/RFR ) See discussion on the infrastructure list about how gitlab may or may not meet our needs (mostly around how they handle public repos). Additionally, if we do decide to setup gitlab, I think it very likely we would NOT move all our hosted projects to it, but instead allow it as a opt-in or additional resource (possibly even allowing anyone with a fedora account to just make their own projects there). So, I would suggest you re-work your proposal as packging it up (or choose another one if you are not interested in packaging). I've reworked the suggestions page: https://fedoraproject.org/w/index.php?title=Summer_coding_ideas_for_2013&diff=prev&oldid=335470 to better reflect this.
