My guess is that the kernel (and bios/uefi) was not set up to output to a serial console. You could use virt-install's --boot bios.useserial=on, or for the kernel to output on the console you might try kernel_args="console=ttyS0" if you're booting kernel directly, or --extra-args "console=ttyS0" if you're installing from --location. But that could be changed in the bootloader before choosing the kernel.
