Unrelated, to avoid command line passthrough you can do:

  <domain>
    <memoryBacking>
      <hugepages/>
    </memoryBacking>
    ..
    <cpu>
      <numa>
        <cell id='0' cpus='$CPUS' memory='$MEM' memAccess='shared'/>
      </numa>
    </cpu>
    ..
  </domain>
