To disable the DHCP service of dnsmasq, siply don't include a <dhcp> element in the network's definition. To disable the DNS service of dnsmasq, add "<dns enable='no'/> to the network definition. If you do both of these, there will be no dnsmasq instance for that network (since there would be nothing for it to do). (Disabling the DHCP server has been possible since the introduction of libvirt virtual network.
