It has nothing to do with the reboot issue. Let me make this clear, I'm not sure I understand correctly. You are running 'virsh reboot <machine>', nothing happens in the machine and the message you've sent appears in the daemon.log or log of the machine, right? If yes (I was partially under the impression that virsh ended up with the warning message), then the problem is most probably that your guest ignores the ACPI reboot event. Do you have acpid running inside the guest? I'm deleting the rest of the message as it has nothing to do with your question.
