with reboot you may choose what mode do you want to use:
'acpi', 'agent', 'initctl' or 'signal'

By default, ACPI is used, meaning an ACPI event is send to the guest.
However, when there is no acpid running, this event is silently ignored.
So you have two options:

1) install acpid into the guest

2) use a different method.
