[PATCHv4 2/4] qemu: fix blkiotune --live --config

Without this,  'virsh blkiotune --live --config --weight=n'
only affected live.

* src/qemu/qemu_driver.c (qemuDomainSetBlkioParameters): Allow
setting both configurations at once.
