As the notes in that bugzilla report point out, it's "normal" for anaconda to not read an %include file immediately as it parses the ks.cfg file, so while the error message is correct it is not fatal. Now if the %include file is still not being read in subsequent passes through ks.cfg (e.g. after the network has been configured or etc.) that is a different problem. If you want help debugging this you'll need to provide more details.
