In the bash console (Alt+F2), you can run ps and friends to see whether
it's GRUB/LILO hanging, or anaconda, or ...

What storage (ATA/SATA/SCSI) comes with that Optiplex? If it's SATA,
there might be some BIOS options which affect the kernel's interaction
with the hardware.
