The minimum possible set of rpm's in terms of package dependencies for
RHL 9 is:
filesystem
termcap
glibc
mktemp
setup
basesystem
glibc-common
libtermcap
bash

That's probably a bit too minimal for your purposes though :)
For practical purposes look into comps.xml in the base/ directory of RHL
9, group Core. There's are a few packages you can take out from that too
but it's quite close to bare minimum.
