Did you ever make any progress with this? 

We're seeing the same thing on RH9 and RHEL3WS. Some machines work, some
don't, same DHCP config and kickstart file. No obvious hardware
correlation. Kickstart file and distro tree are on a NetApp. DHCP server
is RH7.2.

We've done hundereds of kickstarts w/ RH7.X over the years without a
failure.
