I figured this out shortly after sending the original email.
Yes, I had to turn on "portfast" on each port and that resolved my problems.
I originally turned off spanning tree and it worked also, but was
recommended to turn it back on and use "portfast" instead.

It isn't negotiation -- it is spanning tree, which takes about 50
seconds to go through all phases by default. Set the port to
'spanning-tree portfast' on the Cisco switch and you should no longer
have those problems.
