Increase pump timeout for kickstart configuration *or* use static IP to retrieve kickstart configuration file?

Good Morning everyone,
I have a network based kickstart install server going; however, on a second network the dhcp response time is slooow [up to one minute]. This factor is outside my control. Is it possible to either
1.) Increase the DHCP timeout time from the command line?
2.) use a static IP for retrieval of the kickstart file at boot time [the manual says that DHCP/BOOTP must be used, but the archives indicate that it might be possible to use a static ip]
