You can specify static IP information on the kernel command line (i.e. in syslinux.cfg and other places):
You can pass static networking information on the command line
Look in the anaconda package in:
/usr/share/doc/anaconda-9.0/command-line.txt
Then you can access your ks.cfg off the network. No dhcp server required.
Also in the syslinux.cfg place a pointer to your network ks.cfg:
append ks=nfs:172.48.0.1:/var/ftp/pub/kickstart/ks.cfg

But where does the original kickstart CFG come from? If that is stored on
the network, we have a 'catch-22' here.
I would hazard a guess and suggest modifying the initrd to setup the
networking. I haven't tried it, but it looks like it might be the way to go.

Yes. You should be able to use the static network configuration in the kickstart.cfg file like:
network --bootproto static --ip 10.1x.x.xx --netmask 255.255.254.0 --gateway 10.xx.x.1 --nameserver 10.xx.x.xxx --hostname hostname.dom.com
I think that would do it.
