confused about net-based kickstart DHCP directives

  On p. 39 of the 7.3 customization guide, "making the kickstart
file available on the network,"  there is a description of how to
set up the DHCP server with the directives:

  filename ...
  next-server ...

for network-based kickstarts.  but it's not clear whether these
two directives are independent -- can you have one without the
other?

the last paragraph reads, in part, "If you do not specify a path
or filename, the client system will try to mount /kickstart from the
BOOTP/DHCP server ..."

but what if you supplied just a "next-server" directive?  shouldn't
it try to mount from that server, instead of from the DHCP server?
am i misreading this, or it just confusingly worded?  thanks.
