I have just sent a patch to the list, maybe the moderator will let it pass.
It handles this problem by adding a --nobase to %packages.

Example

%packages --nobase --satisfy-dependencies
vim-enhanced
vim-common
glibc
...

works like a charm and you dont even need to give all the dependencies!
