I have been asking about this since 7.1 was released and have never found
even a single bit of information.  I just install Perl (and tcsh, which is
also not installed) manually in %post.  My kickstart files don't use comps
at all; I list each package to be installed.  This list includes all
dependencies.

My only guess is that it has something to do with a "Nor all packages had
order tag" message which I also receive, but that's just a wild guess.
Nobody from Red Hat has been able to comment on what that message means, or
on how to supply the missing order tags.
