The local cdrom/hard drive option means that you used the boot.img instead
of the bootnet.img file.  Get the bootnet.img file and then change the
syslinux.cfg file.  That should work.

P.S.  Instead of ks=file, it should be ks=floppy (and put the ks.cfg file on
the floppy).
