xinetd.d/telnet after kickstart

Hi, all --

I have found that RH7.1 (seawolf) kickstarted clients have

  disable = yes

set in /etc/xinetd.d/telnet (and rsh and most of the other "module"
files), which means that I cannot telnet to the box.  ssh is running,
so that's at least something, and it gives me the idea that perhaps my
security level has been turned up.

What do I need to tweak in my ks.cfg file so that telnet is enabled by
default?  Yes, we clever SysAdmins use ssh, but the users steadfastly
refuse to learn how to do anything other than double-click a ReflectionX
telnet icon :-(
