My guess is that you're booting from a boot.img floppy, rather than a bootnet.img.
If you want to install from NFS, create a bootnet.img floppy.  If you want to 
install from CDROM, but can't boot from it, create a boot.img boot floppy
and change the "nfs..." line in your ks.cfg.
