No, that *is* part of my proposal and something that I am looking at as I try various static site generators. Some of the generators (things like Hugo) allow you to have centralized themes that each site can import from, which largely solves this problem. (I'm not saying Hugo is the solution here - it seems very markdown heavy and getting it to just do plain HTML seems burdensome). Ryan's concern is one of the main focuses of the proposal.
