 I see ticket #265 [1] was raised regarding website issues.

 I am not able to access the uk community domain. Details of my issue are on this fedora forums post [2].

 Do you agree the ticket should be re-opened ?

No, ticket #265 was about all links and we checked and fixed them. For any new issues you should open a new ticket, but just to make it clearer:
* The Fedora Project is not responsible of local community websites, we don't maintain them neither control their content. We just collect them because we know how important local community websites are. If they become inactive or unreachable we drop them from our fedoracommunity.org website.
* You should report all issues through the official channels, so on this ML or filing a ticket. Fedoraforum.org also is not maintained by the websites team.
