The Fedora Project and Red Hat is not responsible for the website, as it is simply using fedora software that is deploying a preconfigured page when a custom page is not added with the Fedora name on it. Not Red Hat nor the Fedora project endorses spammers, it's just that some hackers use our web platform package to build a website for spamming people.
