Putting each spin into a separate issue will create unnecessary complexity with little/minimal benefit. One of my bigger concerns doing it this way would be around consistency in theming and branding. This is also not mentioning the translation problem of translators looking in a lot of places to translate things and likely translating the same text over 8-10 repos.
