I thought we had this already.  I use this one normally in my sidebar:

 <script id="fedora-banner" type="text/javascript"
 src="http://fedoraproject.org/static/js/release-counter-ext.js";></script>

... and I thought I had a rotating one commented out, but it was F10
Beta specific.  So I reckon most of the bits are there already; if I
wasn't lazy I'd go find my way to dig around /static/js/.  What we
need is a bit of the following:

* Get the banners on the Marketing calendar so they are in charge of
  production -- deciding what they should say, along with ...
* Get the banners on the Design calendar so they know to coordinate
  with Marketing.
* & Websites can manage the scripts, etc.

Something like that?
