end user help, you should post to fedora-list. However, I will answer
the question anyway this time.
Scilab, up until recently was not under a free and open source license
and did meet the legal criteria for software to be included in Fedora.
Their latest version is under a suitable license and a review request
has been submitted to
https://bugzilla.redhat.com/show_bug.cgi?id=472639
It is in progress currently. The review request is a peer check and a
quality assurance process. Once it is complete, the software will be
available in the repository and via Add/Remove software.
