Scilab, up until recently was not under a free and open source license and did meet the legal criteria for software to be included in Fedora. Their latest version is under a suitable license and a review request has been submitted to

It is in progress currently. The review request is a peer check and a quality assurance process. Once it is complete, the software will be available in the repository and via Add/Remove software.
