static page freeze, CVS module changes

Freeze on all changes in web/static.  Once the Infrastructure team gives
us the "all clear", we'll work on web/static/FC-6 until Fedora 7 launch,
then work on web/static/F-7.

Right now I'm going ahead with creating the by-version directories.  I
will *not* tag any of it LIVE, to be safe.  In addition, I'm going to do
this in a two-phase pass, so we maintain the current practice until
Infrastructure does a cut-over.

1. Create web/static/FC-6 and web/static/F-7
2. Copy the contents of web/static into web/static/F*
3. Check that all in to CVS
4. Begin modifying the F-7 version for the launch-day page change
5. Meanwhile, Infrastructure team modifies the page draw so that
fp.o/index.html is pulled from content marked LIVE in web/static/FC-6
6. When that process is confirmed, we delete the files from web/static
to clear out the garbage
7. On the day Fedora 7 goes live, we change the cronjob to pull content
marked LIVE from the web/static/F-7 directory to put on fp.o/

This is just a basic CVS rename operation, with a pause in the middle.

Probably pretty late for anyone out there to make objections to night,
unless you are a night owl like me.  Anyway, forge ahead, fix tomorrow
what I break tonight, etc.

I'll send word when I've made the changes.
