YouTube works when accessed directly. Browsers with extensions disabled
still fail on the Quora link.

That wouldn't explain the behaviour with a VPN. I've also tried on cell
data on my phone (a different provider) to no avail.


The only thing that has worked so far is creating a new Linux user,
logging into the desktop and then opening Quora. That would indicate
something suspicious in my cache, but doesn't directly explain why I
get the issue on the Android app (though it may be the same underlying
cause).

I'll try clearing the cache.
