Apparently, at some stage Thunderbird had an option for that (it called
it QuoteCollapse), and I saw a comment that it may have come back.
Dunno if they meant internally, or as an add-on. You could search your
settings for that, or in theabout:config under-the-bonnet tweaking
options.
I'm not sure how to enter an about:config as there is no command line to
enter that into to find out if there is an internal option.

At the bottom of the general settings, there's a button for the config
editor. I've used it before, but forgot that's where it was.
