The repo file list data is not downloaded by default, only when needed. That is a recent change. Installed packages have their files in the rpm database.
Thanks Samuel, is there any way to change that functionality. I often use dnfdragora to look at the "File List" data to see if a particular package has a file I need to understand what package I need to install, or indeed whether or not any Fedora package has the needed file.
