What release of Fedora and dnfdragora?

This will give you the release of dnfdragora:
     rpm -qa dnfdragora

Although probably not your issue, on fc39, I had
something similar.  I did not have the windows
opened horizontally far enough.  Then  they
start appearing.

to reinstall dnfdragora,
    sudo dnf reinstall dnfdragora --allowerasing

If you want to upgrade from the command line:
    sudo dnf upgrade --allowerasing
