Fedora Server is a SERVER configuration, Mate is a DESKTOP configuration. Both use a different rational for storage configuration. Server follows the good old Unix principle to strictly separate user data from system data, and furthermore separates different user data from each other. The goal is to minimize the effects of possible file system problems. And regarding VMware, you specify your (maximum) virtual disk size, and independently of this size, the Fedora Server installation only allocate a maximum of 15 GB for system purposes. This size has proven to be sufficient for all possible types of use cases. When installing additional software, applications or users, you allocate the required file systems from this free space. The details are described in the server documentation. Feel free to ask for more details if anything remains unclear. I’m the guy who wrote most of Server documentation.
